Still avoid: 

The ocean shoreline from U.S. / Mexico border to the North End of the Tijuana Estuary
Stations: Border Field State Park and the Tijuana Slough National Wildlife Refuge shoreline.

Reason: Sewage-contaminated runoff from the Tijuana River.
